[Dark mode] Support dark mode for the One Google Bar on the NTP |

Issue descriptionThe Material OGB will soon support dark mode in its app switcher and notifications area, when requested. This tracks the Local NTP changes required to request dark_mode_enabled, and is dependent on b/120854278. The user can switch to dark mode while the NTP is open - can we force a refresh of the OGB into dark mode? Note: dark mode support for shortcut icons is tracked separately in issue 914982 .
