What steps will reproduce the problem?
(1) Visit a page that has color emoji in its <title>
(2) Resize window so small that color emoji has to be elided.

What is the expected result?

Color emoji fades out, like regular glyps do.

What happens instead?

Color emoji clips. See attached screenshot.

No idea how to triage this. I was surprised to see that it's not just an alpha mask on top of the label, but perhaps the color emoji render path is separate from regular glyphs. cc'ing some folks.
