Web page is bookmarked after clicking on close(x) button

Issue description


 Chrome Version: 71.0.3578.98
 Operating System: Windows
 Version: 10.0
Channel: Stable
 Flash Version: 32.0.0.101
Steps to reproduce:
1. Open Google chrome browser
2. Search any text on google search address bar (say: google)
3. Click on "bookmarks" icon present on left side of search address bar
4. Click on close ('x') button.
Expected Behaviour:
Web page should not be bookmarked and star icon should be shown filled with 
white color
Actual Behaviour:
 Web page is bookmarked and star icon is showing filled with blue color

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on reported chrome version 71.0.3578.98 also on latest chrome 73.0.3659.0 using Mac 10.14.0, Ubuntu 17.10 and Windows 10.  
 
Same behavior is seen on M63(63.0.3239.0) where the close ('x') button has been introduced.Hence, considering it as non-regression and marking it as Untriaged.

There was a long discussion on this, and the decision was this is the expected behavior. Closing the bookmark bubble does *not* revert the add.
