Scroll to bottom doesn't scroll all the way to the bottom

Issue description
UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36
Steps to reproduce the problem:
Given the following HTML:

<div style="position:absolute;left:0px;top:0px;width:100%;height:1000000px"></div>

If you move the scrollbar to the bottom the bottom arrow will still be active because the scroll isn't really all the way to the bottom. (I think there is 1px of scroll left, from what I saw scrollTop + clientHeight === scrollHeight - 1). After you click the bottom arrow you can see that the content is scrolled.
What is the expected behavior?
The scroll should be done til the end.
What went wrong?
The scroll didn't end.

I could reproduce this only on Ubuntu. On Windows it works correctly.

Tried testing the issue on reported chrome version #70.0.3538.77 using Windows 10 by following steps as per comment#0. observation: Able to scroll to the bottom. @Reporter: Could you please review attached screencast and let us know if anything is being missed here. Request you to retry the issue by creating a new person without any apps and extensions in it, reset all flags to default and let us know if issue still exists.

I retested as required and I still reproduce the bug. I should also mention that I'm using Ubuntu 18.04.1 LTS with the default desktop GUI. I'm attaching two screenshots with the bug and with the expected result. Also noticed that in your test the scroll in very slow and on my machine it's a normal smooth scroll.

I can repro, but only on a low-DPI monitor. This is likely rooted in the fact that Blink doesn't deal with fractional scroll offsets.

@bokan were you able to reproduce it on Windows as well? If the fractional scroll was the issue perhaps the bug should be reproducible on Windows too.

Also please note I couldn't reproduce this horizontally. The issue is only on the vertical direction. |
