We should add a synthetic histogram for FCP understat computation (1s, 3s, 5s, 8s, 10s) which computes count of pages that had FCP less than the set threshold. Additionally, the synthetic histograms should exclude any page counts that resulted in explicit or implicit Previews opt-outs.
