Devtools protocol monitor filter doesn't work

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.75 Safari/537.36

Steps to reproduce the problem:
1. Run Chrome with -enable-devtools-experiments flag
2. Enable protocol monitor in devtools settings
3. Open protocol monitor and type in a keyword in the Filter box

What is the expected behavior?
Only the filtered protocol should be displayed

What went wrong?
Filter doesn't work. Shows all the protocol events fired regardless

Chrome version: 68.0.3440.75  Channel: n/a
OS Version: OS X 10.12.6
Flash Version: Shockwave Flash 32.0 r0
 
Currently, the filter field requires specifying the category to search on.
For example, 1) method:load 2) request:foo 3) response:bar

In Chrome 73 when the category isn't specified, the filter will simply check all fields.
It was implemented in r615358.

Able to reproduce the issue on reported chrome 68.0.3440.75, latest stable 71.0.3578.98, chrome beta 72.0.3626.53 and the issue got fixed in latest chrome 73.0.3667.0 using Mac 10.14.0. 
Steps:
------
1. Launched chrome 
2. Opened Devtools > Enabled protocol monitor in devtools settings
3. Opened protocol monitor and Entered text in a keyword in the Filter box
As we have observed filter shows all the protocol events.

As per comment #1, assigning to Joel Einbinder(einbinder@chromium.org) for further inputs on it and adding appropriate labels to it. 

Note: Protocol monitor is seen on M-67.
