Uninstalling "shortcuts" sends user to application list that doesn't contain application

Project Member Reported by mlamo...@google.com, Jan 2

Issue description

This may not have been an actual PWA but might be similar enough:

1. Go to open.spotify.com
2. Add "shortcut" via More Tools > Create Shortcut
3. Press Windows key
4. Right click on the Spotify entry
5. Press Uninstall

Expected result: uninstall application/shortcut.
Actual result: sent me to the application list with no Spotify to be found.

More info: Chrome Dev (73) on Windows 10.
