Regression: [DevTools] Unwanted focus highlight is seen on error msg in 'Console' section after clicking on icon.

Issue description

Chrome Version : 73.0.3659.0 (Official Build) a6fc3fde6b59c620c152911a4a3e7c683bed5144-refs/branch-heads/3659@{#1} 32/64 bit
OS : Mac(10.13.6, 10.13.1, 10.14.3), Windows(7,8,10), Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and navigate to 'Console' section.
(2) Type something into it and press 'Enter', error msg is seen
(3) Click on icon of that error and observe.

Actual: Unwanted focus highlight is seen on error msg after clicking on icon.

Expected: No such a focus highlight should seen.

This is a regression issue, broken in 'M-73', below is bisect info:

[Unable to provide bisect using Per-revision script as "Error running the gsutil command: AccessDeniedException: 403 rkote@etouch.net does not have storage.objects.list access to chrome-test-builds." error message is thrown. Hence, providing suspect using chromium bisect.]

Thank you for the report.  The blue highlight appearing when the message icon is clicked is intended behavior.  Its introduction supports the use of Arrow keys up/down to navigate through the Console logs.

When a message is focused with the blue highlight, we still expect that typing/pasting text moves the focus to the text prompt.
