backgound image of 1*1px using cover size not displayed on some ratios

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Create a div with a 1*1px background image, using "cover" background-size
2. set its width to 200*49px => the background is not visible
3. set its width to 200*50px => the background is visible

What is the expected behavior?
The background should be visible whatever the size of the div.

What went wrong?
For whatever reason, the ratio of the element plays a role on whether the background is visible or not.
