What steps will reproduce the problem?
(1) Launch chrome and navigate to above test pdf URL.
(2) Traverse the focus over 'Page Number' textbox using 'Tab' key and Observe.

Actual Result: Unnecessary movement of Page Number is seen while traversing focus over textbox.

Expected Result: No such movement of Page Number is seen while traversing focus over textbox.

This is a regression issue broken in ‘M-73’, below is the Manual Regression range:.
Good build: 73.0.3640.0 (Revision: 616532)
Bad build:  73.0.3641.0 (Revision: 616888)
