OS : Mac(10.13.6, 10.13.1, 10.14.3), Windows(7,8,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, open NTP (or any other page) and open dev tools.
2. Hit 'Command + P' keys and observe the 'File' list.

Actual Result : 'Open file' list appears transparent in dev tools.

Expected Result : 'Open file' list should appear properly in dev tools.

This is a regression issue broken in M-73 and below is the bisect information:
Good Build : 73.0.3654.0 (Revision : 619108)
Bad Build : 73.0.3655.0 (Revision : 619222)

1. Unable to provide bisect using per-revision script as it shows an error while bisecting.
2. Tried to bisect on other machines but still getting the same error.
3. Hence provided suspect through 'Chromium bisect'.
