Non-Regression: Unable to view the screenshot after disabling the docked magnifier

Chrome Version:73.0.3644.0/11508.0.0 dev channel Glimmer,Mighty
OS:chrome OS

What steps will reproduce the problem?
(1)Sign into user >> From chrome://settings/lockScreen,select "Show all notification content-On the lock screen"
(2)Lock the screen >> From ubertray/Accessibility, enable Docked Magnifier and close ubertray
(3)Again from ubertray/Accessibility,disable Docked Magnifier >>Take screenshot and Observe(Please refer video)
Actual:Unable to view the screenshot after disabling the docked magnifier
Expected:  Should be able to view the screenshot after disabling the docked magnifier

This is a Non-Regression issue seen from M63

I can't repro this on 73.0.3645.0. Please try again and reopen if it still repros.

Able to reproduce the issue on 73.0.3664.0./11547.0.0 dev with the above steps mentioned in C #0.
Or
Lock the screen and take a screenshot and observe the same issue.Only notification number is seen and to view the screenshot,we should open the ubertray.
