OS: Windows(7,8,8.1,10), Mac (10.12.6, 10.13.1, 10.13.6, 10.14.3) and Linux(14.04 LTS) OS

Steps to reproduce:
1. Launch chrome and open devtools on NTP.
2. Go to audit section and run audit.
3. Observe audit record.

Actual Result  : Separator line between two audit records is not seen in devtools
Expected Result: Separator line between two audit records should be seen in devtools

This is a regression issue, broken in 'M-71', and will soon provide other bisect info:
Good Build: 71.0.3577.0 (Revision:598596)
Bad Build : 71.0.3578.0 (Revision:599034)
