Regression:Options under filter list shifts down and is seen out of the container when expanding multiple filter types in flipkart.com.

Issue description

Chrome Version:73.0.3658.0 (Official Build) Revision	72280ac8d7a76270f5a73ddb8d20726e2d368fa4-refs/branch-heads/3658@{#1}(64-bit)
OS : Windows(7,8,10) and Linux(14.04 LTS) , MAC(10.13.1,10.13.6,10.14.3)

Test  URL:https://www.flipkart.com/wearable-smart-devices/smart-bands/pr?sid=ajy,q7p

Steps to reproduce:
1. Launch chrome and Navigate to above test URL.
2. Under filter sections ,click on multiple filter types Eg..'Material','Colour','Discount'. 
3. Observe the options at bottom of filter container.

Actual Result   : Options under filter list shifts down and is seen out of the container when expanding multiple filter types.
Expected Result : Options should be seen within the filer container and should not shift down when multiple filter types are expanded. 

This is a regression issue broken in M-73 and will soon update bisect information:
Good Build :73.0.3654.0
Bad Build : 73.0.3655.0

@Chris Harrelson: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note: 
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but still getting the same error again)
2. Hence providing suspect via perform Chromium bisect .
