What steps will reproduce the problem?
(1)Recover build >> In OOBE screen,rotate the display to get display notification
(2)Change the language to Arabic and observe the notification(please refer video)

Actual: Display notification is seen English when display language is Arabic and unable to close by clicking on X button
Expected:  Display notification should change according to the display language and should close when we click 'X Close button

This is a Non-Regression issue seen from M62
