Regression:Buttons appear misplaced on 'Edit bookmark' overlay after resizing

Issue description

Chrome Version:73.0.3659.0 (Official Build) Revision a6fc3fde6b59c620c152911a4a3e7c683bed5144-refs/branch-heads/3659@{#1}(32/64-bit)
OS: Windows(7,8,8.1,10) and Linux(14.04 LTS) OS

Pre-condition: Ensure at least one bookmark entry is present under chrome://bookmarks

What steps will reproduce the problem?
1.Launch chrome and Navigate to chrome://bookmarks.
2.Click on 3 dot(more actions) icon for the bookmark entry and then click on Edit option.
3.Observe 'Edit bookmark' overlay gets opened.
4.Resize the browser window to the minimum by dragging from bottom right.
5.Now click on the 'Restore down' icon on the tab strip and observe.

Actual Result  : Buttons appear misplaced on 'Edit bookmark' overlay after resizing.
Expected Result: Buttons should not appear misplaced  after resizing 'Edit bookmark' overlay.

This is a regression issue, broken in 'M-73'and will soon provide bisect info,
Good Build:73.0.3654.0(Revision:619108)
Bad Build :73.0.3655.0(Revision:619222)

Note: Issue is not seen on Mac OS.
