Chrome does not distinguish `italic` and `oblique` in web fonts

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Open http://typeof.net/Iosevka/specimen.html
2. Hover the "Iosevka Regular Specimen" banner on the top, it would list a font family containing BOTH italic and oblique variants.
3. Look at it.

What is the expected behavior?
The glyph shape of "italic" columns are different from the corresponded "oblique" columns.

What went wrong?
They looked the same, while in other browsers (Firefox and Edge) they are correctly distinguished.

Able to reproduce the issue on reported version 71.0.3578.98 and latest chrome 73.0.3659.0 using Mac 10.12.6, Ubuntu 17.10 and Windows-10, hence providing Bisect Info

You are probably looking for a change made after 489268 (known good), but no later than 489269 (first known bad).
