Regression:Scroll-bar is seen in overflow menu and overflow menu bounce up and comes back in video.

Chrome Version:73.0.3658.0 (Official Build) Revision	72280ac8d7a76270f5a73ddb8d20726e2d368fa4-refs/branch-heads/3658@{#1}(64-bit)
OS : Mac(10.13.6)

Test  URL:https://mounirlamouri.github.io/sandbox/media/dynamic-controls.html

Steps to reproduce:
1. Launch chrome and Open NTP.
2. Maximise window and Navigate to above test URL.
3. Click on over-flow menu and observe.

Actual Result   : Scroll-bar is seen in overflow menu and overflow menu bounce up and comes back.
Expected Result : No such Scroll-bar should be seen when clicked on overflow menu and overflow menu should not bounce up.

This is a regression issue broken in M-73 and will soon update bisect information:
Good Build :73.0.3652.0
Bad Build : 73.0.3653.0

Note :
Issue is not seen on OS: Windows(7,8,10) and Linux(14.04 LTS) , MAC(10.13.1, 10.14.3)

@Chris Harrelson: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note: 
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but still getting the same error again)
2. Hence providing suspect via perform Chromium bisect .
