Scroll route to wrong frame

Chrome Version: M71
OS: MacOS

What steps will reproduce the problem?
(1) open https://jsfiddle.net/2taom7jh/
(2) scroll right to iframe
(3) scroll down on iframe

On M73 the scroll not routed to wrong frame but stuck.

I can reproduce in at least M68. This looks like an OOPIF targetting issue.

I tried this on M71 Linux with both OOP-D and Viz hit-test disabled and can repro. I noticed that
1) if you keep scrolling, it would eventually stuck there
2) but if you stop for a bit (before it gets stuck) and then scroll again, scroll goes to the wrong frame as shown in the video
