Iframe not disappear after scroll

Chrome Version: M71 and M73
OS: MacOS (may also reproduce on other platform)

What steps will reproduce the problem?
(1) open https://jsfiddle.net/2taom7jh/
(2) scroll right to iframe
(3) scroll down on iframe

What is the expected result?

iframe not disappear

What happens instead?

iframe disappear

A better example shows the iframe disappear when scroll top > 0. https://jsfiddle.net/2taom7jh/2/

This looks like an OOPIF issue, if I use a data url (e.g. data:text/html,<style>body{background-color:red;}</style>) the issue doesn't repro.

Reproduces on Linux, and probably everywhere. I'll bisect to confirm the cause.
