Sometimes need to use on-screen keyboard even when no text field is selected

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.61.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36
Platform: 11151.61.0 (Official Build) stable-channel eve

Steps to reproduce the problem:
1.Enable on-screen keyboard in accessibility 
2. Put the cursor in a text field while in desktop mode with device that has a hardware keyboard.

What is the expected behavior?
When in desktop mode I would like to be able to decide when the on-screen keyboard appears. I want to be able to tap the keyboard icon on the shelf.

What went wrong?
When I enter a text field while in desktop mode, the onscreen keyboard pops up and I have to close it each time. I don't want to disable the onscreen keyboard, because sometimes when I am in tablet mode I want to open the keyboard when their is no text field around.

The reason I would want to do this, is that some Chrome extensions aren't designed for a touchscreen and they require you to type a key on the keyboard to interact with the extension.

We need to investigate correct behavior here, and it may need UX design work.  a11y keyboard should be possible to active together with hardware keyboard.

OP, is this a dup of issue 873803?  What is your purpose for using the on-screen keyboard when you have a physical keyboard attached?

I am not so interested in emojis, but sometimes I need to manually activate the on-screen keyboard when the attached hardware keyboard is folded behind the screen and I am in tablet mode but my cursor is not in a text field. For instance, some chrome extensions require you to press a button in order to do something. But when I exit tablet mode, I haven't found a use for the on-screen keyboard.

Gotcha - when folded back far enough, the device should switch to tablet mode.  Are you able to describe the angle when you wish it were in tablet mode, but it's not?  +bleung
I don't have a problem with it entering or exiting tablet mode. I need to be able to manually activate the onscreen keyboard while in tablet mode. That can be accomplished by turning on that particular accessibility feature. The irritating part comes in when I move back to desktop mode. I have to disable the accessibility feature because if I don't then any time I enter a text field the on-screen keyboard comes on even though I don't need it to because I have a hardware keyboard.

OK, I understand the use case.  If possible, can you send me some of those extensions so I can get a sense of it and use them as examples going forward?
