Site setting to disable images is not present on mobile

Steps to reproduce the problem:
1. Open site settings
2. Attempt to disable images for a website. 
3. 

What is the expected behavior?
I can disable image loading on any website that offends me

What went wrong?
This pr removed the feature that enabled me to view Facebook and other sites without vomiting 🤮

This is intended, yes, and I don't think anything has changed since. Background is in  bug 505844 .
