Steps to reproduce the problem:
1. Disabled and reenabled smart lock
2. Changed password
3. Reset hardware

What is the expected behavior?
Smart lock unlocks with phone on startup

What went wrong?
Smart lock recognizes phone but says cannot verify password when I click my photo. Smart lock does unlock once I am logged in after waking from sleep.

This issue comes and goes with different updates on my Chromebook Plus (1st gen). Sometimes it will unlock from sleep, others not at all.
