What steps will reproduce the problem?
(1)Sign into user >> Set chrome os display language to Arabic >> open Set Wallpaper overlay and observe its text
(2)From chrome://settings >> change the language to English >> Open Set Wallpaper overlay and observe the text(Please refer video)

Actual:Arabic text is seen even after changing the language from Arabic to English 
Expected: Text should be seen in english when display language is change to english

This is a Regression issue as same works fine in M-69 (Old UI of SetWallpaper overlay)
