Can't see Linux app titles

Issue description

(1) Run a Linux app like VS Code
(2) Look in the title bar

What is the expected result?
The title bar contains information from the app, e.g. the file being edited

What happens instead?
The title bar is blank

This is by design to blend with Chrome OS style, but it is a decrease in functionality over other Linux clients. It affects me  as I commonly run two instances of VS.Code with different projects open and it isn't easy to work out which is which. A reddit user has also found this[1] and to them it is a 'huge usability issue'.

When back from holiday I'll talk to Sudha and Tom about this.

I think we can revert the commit that hides title bars and not impact other UI negatively.

Talked with Sudha about this, it sounds like this will involve looking across Chrome/Android/Linux apps holistically and not just something for Linux apps. I'll remove this from the Crostini hotlist.
