Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Steps to reproduce the problem: 1. Open Chrome 2. try to save something 3. when save-as-dialog is open, try to find out information relevant for the filename of the download, like the precise version number of a software, the name of an author, a publish date. 4. figure out that you cant, because the save-as-dialog does not allow you to activate other windows. It is a focus stealing terrorist. 5. close that dialog. 6. Open an external editor, search your information, compile the pretty looking filename in the editor, copy it to the clipboard. 7. reopen the download dialog, paste the pretty filename, save the file. 8. Repeat step 2 to 7 every time you save a file because every time you forget that this dialog will steal the focus. What is the expected behavior? Do not steal the focus. What went wrong? Steals the focus. Did this work before? No Chrome version: 71.0.3578.98 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: This is an evil dialog.

"Able to reproduce the issue on reported chrome version #71.0.3578.80 and latest canary 73.0.3657.0 using Windows 10 ,Mac os 10.12 and Linux 17.10 by following steps as per comment#0. The behaviour is seen from old M-60 builds (#60.0.3112.113). This is a non-regression issue, hence marking it as untriaged and requesting some one from dev team to look into the issue. Thanks.!"
