Windows: chrome does not remember the last folder

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. open chrome
2. do something which opens the 'save as' or 'open as' dialog
3. the last folder i used to open / save something wont get opened - it always opens the download folder by default. insanity.

What is the expected behavior?
Open the last folder i used.

What went wrong?
Does not open the last folder i used.

Did this work before? No 

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:

I just see, it works with the standard 'save as'. But it wont work with Addons like https://chrome.google.com/webstore/detail/save-as-shortcut/flehofiklehmnnolpjcamplcnmhgcbkk

Able to reproduce the issue on chrome version #71.0.3578.98 and latest chrome #73.0.3657.0 as per comment#1 using Windows 7, Ubuntu 17.10 and Mac OS 10.13.6.

The behaviour is seen from old M-60 builds (#60.0.3112.113). This is a non-regression issue hence marking it as untriaged and requesting someone from the dev team to look into the issue.
