Issue description
I've uninstalled and re-installed chrome to try to address this issue. I've also made sure that there isn't anything in my settings that would cause this. Please let me know if there's anything I can do on my end to resolve this.
I LOVE chrome but will need to switch over to Safari if I can't get this resolved within the next few weeks.
Chrome Version : 71.0.3578.98
OS Version: OS X 10.14.2

What steps will reproduce the problem?
1. Launch chrome.
- Observed behavior: I'm signed out of chrome and all websites, both google and non-google sites.
2. Log into google account via: https://accounts.google.com/signin/v2/sl/....
- My avatar now shows up in the upper right hand corner of my browser and I'm automatically logged into google sites (eg: gmail, calendar).
3. Quit and relaunch chrome.
- I'm not logged out again of my account and all sites.

Unable to reproduce the issue on the reported chrome version #71.0.3578.98 using Mac OS 10.14 by following steps as per comment#0. Observed that after quitting and relaunching the chrome the Gmail account is still logged in. Attached screencast for reference. @reporter: Could you please review attached screencast and let us know if anything is being missed from our end. Requesting you to retry the issue by creating a new profile without any apps and extensions installed in it, reset all flags to default and let us know if the issue still persists. Thanks.!

After Chrome has been running for a bit, could you go to chrome://histograms and see if there is anything recorded for Cookie.LoadProblem, Cookie.CommitProblem, or Sqlite.Error.Cookie?
