This seems to have regressed recently... doesn't repro for me on Dev.

Installing an extension that adds a toolbar action causes the toolbar height to enlarge.  This triggers a secondary bug that the browser view doesn't actually relayout, so the toolbar contents shift but the toolbar isn't larger unless you e.g. open a new window (or restart).
