[CCA 5.3.1] Soroka: Camera preview shown "Black" screen and "Blue" spinning circle

Android vers: 9
Devices: Soroka PVT

Steps To Reproduce:
1.Open "CCA 5.3.1" app from launcher (Desktop/landscape mode) 
Observe behavior below: 

Expected result:
CCA should open without any issue

Actual result:
CCA app opened with camera preview "black" screen with "blue" spinning circle

How frequently does this problem reproduce? (100%)

Found some suspicious logs in the feedback report:

@Allen, can you try ToT? It seems a similar issue is fixed since R73-11515.0.0.
