Shelf does not use all the space for app icons (goes into overflow too early)

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.61.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36 Platform: 11151.61.0 (Official Build) stable-channel eve Steps to reproduce the problem: 1. Have 10+ icons on the shelf 2. Change from bottom-shelf to left (or right) shelf 3. Some of the icons are now hidden in an overflow What is the expected behavior? The app icons should be displayed until all available space is used, only then going into an overflow menu What went wrong? The overflow icon was used too early when there was remaining space in the shelf to be used. Did this work before? N/A Chrome version: 71.0.3578.98 Channel: stable OS Version: 11151.61.0 Flash Version: 32.0.0.101 Don't know if it worked pre-71, only switched to the left shelf because the centre-aligned icons on the bottom was so unhelpful on my widescreen display and there is no option to make them left aligned.

I think I've seen this happen with horizontal shelf too, there's definitely some (literal) room for improvement.

Although to be fair, it isn't clear that the attached screenshot in #1 shows the bug, since the app icons are meant to be centered on the overall shelf, not the portion of the shelf that excludes the status area. |
