Favicons and Manifest.json cannot be fetched by browser

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/73.0.3654.0 Safari/537.36 Steps to reproduce the problem: 1. Open https://ives-fourth-symphony.com and go to view-source. 2. In source view, search for 'href=favicon' and 'href=manifest'. 2 favicons will be found, 1 manifest will be found. 3. Click on each href What is the expected behavior? Clicking on the favicons and manifest.json hrefs should open those resources in a new tab. What went wrong? Chrome 71.0.3578.98 =================== Success: Each link opens in a new tab Canary 73.0.3654.0 ================== Failure: Neither resource is fetched by clicking on the links: Did this work before? Yes Chrome 71.0.3578.98 Does this work in other browsers? N/A Chrome version: 73.0.3654.0 Channel: canary OS Version: 6.3 Flash Version: I discovered this while auditing the site in question with Lighthouse. Lighthouse could not fetch the manifest.json file for any of its PWA tests. I then opened the view-source and tried clicking on the href links for manifest.json and the favicons...those sources would open to a blank tab (i.e., failure). I then ran Lighthouse and performed the same href-clicks on the view-source in Chrome 71, and had success. Canary 73 seems to be at fault.

Able to reproduce the issue on reported chrome version #73.0.3654.0 and latest chrome #73.0.3656.0 using windows 10 by following steps as per comment#0. Note : behavior is not observed in Mac os 10.12 and Linux 17.10
