Looks like the bot is broken. I'll take a look.
I sshed on the bot. Looks like there are a bunch of .deb and .rpm files which started being created on October 24th. Not sure where they're coming from.

I'll delete them from disk, which should help with the slowness and errors for now.
Looks like there were about 170 GB of .deb and .rpm files on there. I deleted them all.

I'll look into why they're being created.

Assigning to someone who touched https://cs.chromium.org/chromium/src/chrome/installer/linux/BUILD.gn. I glanced through the blame log in https://chromium.googlesource.com/chromium/src/+log/HEAD/chrome/installer/linux and didn't see anything suspicious around October 24th 2018 that would start creating a bunch of these files.

This is happening because the package names are not deterministic.  They include the full version in the filename so they don't get overwritten when the version increments.
