ONC policy not correctly handling PKCS12 certificates with newlines in them

Issue description

Chrome Version: 11476.0.0

Newline characters should be ignored by the base64 encoded PKCS12 certificates, but they are not. Newline characters in the certificate cause a "configuration-required" error from the networkingPrivate API.

As far as I can tell, this is only affecting PKCS12 certificates, not CA or other client certificates. 

Repro steps:
1. Create two PKCS12 certificates in a ONC policy, one with newlines and one without.
2. The certificate without newlines should connect correctly, the one with will not.
