VK doesn't show up when plugged into bluetooth mouse

What is the expected result?
VK appears.

What happens instead?
VK does not appear.

Note that the UI appears to be in tablet mode, so there should be no reason why the VK does not appear.

Important preconditions:
1) No keyboard attached.
2) A bluetooth mouse connected.
