PWA: On macOS, dragging a PWA to the trash should uninstall it

Issue description

As far as I know, this is basically impossible to do "nicely" since the system doesn't give us any sort of callback when that happens. We could scan the folder to see if it's been deleted, but it will be difficult to distinguish between deleting it and moving it somewhere else (which we do want to support).

(I think this is probably WontFix, as much as it would be nice to have, but filing a bug anyway.)
 
On Mac, it's possible, but getting the behavior *just* right might be tricky.

- We can get callbacks for changes in ~/Applications, and maybe for the app bundle itself, if its contents are being deleted.
- A file reference URL always refers to the same file, even if it's moved around the filesystem.
- Launch Services and Spotlight provide ways to efficiently rediscover the app anywhere on disk if we lose it.
