PWA "Uninstall" string inconsistent with dialog, "Remove X?"

Issue description

Chrome Version: 73
OS: All desktop

What steps will reproduce the problem?
(1) Open an installed PWA.
(2) 3-dot menu -> Uninstall.

What is the expected result?
Dialog title "Uninstall $APP?"

What happens instead?
Dialog title "Remove $APP?" (see screenshot).

This should be consistent. NOTE: The reason it's called "Remove" is because you can also get to this dialog from chrome:apps, right-click an app -> "Remove $APP". So we would probably want to change that menu string to "Uninstall" to be consistent.

instances (screenshots 01-04):
1. from chrome://apps, context menu says "Remove from Chrome ..."
2. from app menu, it's "Uninstall {app name} ..." 
3. from ChromeOS App Launcher, web app's context menu says "Remove from Chrome ..."
4. from ChromeOS App Launcher, android app's context menu says "Uninstall"

Note 1 & 2 are Win/Linux/Mac only, and not applicable to ChromeOS, and 3 &4 are ChromeOS only

Proposal: 
- Does it make sense to change "Remove from Chrome ..." to "Uninstall" on 1 & 3 so all 1-4 use "Uninstall" in place of "Remove"? 
- Also, change the dialog string "Remove" to "Uninstall"? (screenshot 10)

I definitely support making this consistent, but I would prefer "remove" instead of "uninstall": Google Trends indicates that "remove" is more common in user language (https://screenshot.googleplex.com/ff1fffSXDAk).

PLMK if there's a reason why the team might prefer "uninstall."
A strong reason for "uninstall" is that other apps on Chrome OS (e.g. ARC++ Android apps) use "uninstall", and so having one type of app say "Remove" and another say "Uninstall" is pretty inconsistent.
Visual examples: the first two screenshots are for uninstalling an ARC++ Android app on Chrome OS, and the third is for uninstalling a PWA (the dialog that pops up is the one that's the topic of this discussion above). Android apps say "Uninstall", but PWAs say "Remove from Chrome".

Ah, thank you for that clarification of context, Dominick. Apologies for not fully comprehending this distinction from Comment 2.

I fully support consistency here, regardless of what verb we choose.

My final comment in support of "remove" is that it carries strong connotations that support the "lightweight" branding for PWAs. Since (I assume) this change will affect Chrome browser users as well as CrOS users, I'd hate to lose this excellent branding shown to the former (larger userbase), for the sake of consistency to the latter (smaller userbase). If there's any possibility to work with the CrOS+Android team, I'd love to hear whether they're open to instead changing their verb to "remove" to match PWAs.

However, if the CrOS+Android team is absolutely resistant to updating their verb, I understand. In which case, "uninstall" for PWAs seems like the necessary fallback.

I would like to settle on one consistent verb for removing any type of app on Chrome OS. It's a nasty seam that some apps say "Remove" and others say "Uninstall". :)
My 2cents:
I'd rather use "uninstall" everywhere.

2 points mainly:
1) Both DPWA and Android apps are "installed." Their string to add them to Chrome OS and Windows/Macs for DPWA is "Install." So I think "uninstall" is actually the reverse of "install". (However, Chrome Apps and Extensions are "Add to Chrome" hence why they're "Remove from Chrome" I believe). 
2) I think if we were to change "uninstall" we'll want to change it for all of Android. I'm not sure where we would start that and whether it'll go into effect for Android Q at the earliest.

@dominickn: WDYT of shihui's point that Chrome Apps use "Add to Chrome" instead of "Install"? Hwi included Chrome Apps in Comment 2 as a surface that should ideally be consistent for "uninstall"/"remove". Are you interested in also making "install"/"add" consistent?
I think that Chrome Apps should also use "install", just like desktop PWAs do. Extensions are clearly add to chrome or remove from Chrome, but I think standalone apps make more sense with the Install verb.

However, our main Chrome OS platforms now are desktop PWAs and Android apps, so they should be as consistent with each other as possible. It's less important to my mind to make sure Chrome Apps have the same language.
PWA PMs agreed that "Install/Uninstall" for CrOS is a good choice. In the long run, we may revisit.
