Issue descriptionChrome Version: 71.0.3578.98 (and earlier) OS: Win10 What steps will reproduce the problem? (1) Type an address/search query in the navigation bar (2) Navigate the completion menu using keyboard What is the expected result? It should be clear which menu item is selected, as it does when hovering over an item with the cursor What happens instead? Though the text in the editor portion matches the selected item, the menu item highlight colour is very faint, and hard to make out. I don’t notice the text change, and end up squinting to make out which item is selected. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

There is no installed theme, no OS colour scheme (winapi controls look very different), and disabling extensions seems to not matter. The background is light grey, however it is so light that it is nearly white, making it difficult to distinguish from the plain text on my IPS display.
