CTRL+T not working

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/71.0.3578.80 Chrome/71.0.3578.80 Safari/537.36

Steps to reproduce the problem:
1. Click to URL bar, so you can see the cursor
2. Hit CTRL+T

What is the expected behavior?
New tab should open. 

What went wrong?
Nothing happen. I stuck on the same tab with cursor in the URL bar. 

Did this work before? N/A 

Chrome version: 71.0.3578.80  Channel: stable
OS Version: Ubuntu 18.04
Flash Version: 

Other shortcuts also not working (CTRL+W, CTRL+SHIFT+T). 

When I am not in URL bar, SHORTCUTS WORK AS EXPECTED. 

The bug occurs on fresh install Ubuntu 18.04. My current GNOME shell version is 3.28.3. 

I tried two Chromium versions, but the problem happens in both: 
- 71.0.3578.80-0ubuntu0.18.04.1 
- 71.0.3578.98

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 71.0.3578.80 using Ubuntu 14.04 with the below mentioned steps.
1. Launched Chrome
2. Clicked on URL bar and have seen the cursor.
3. Clicked CTRL+T, then observed a new tab getting opened.

@Reporter: Could you please check the same in a new profile without any apps & extensions and let us know if the issue still persists. Any further inputs from your end may be helpful.
- I tried it with a new profile and CTRL+T didn't work. 
- Then I restarted the computer and CTRL+T start working. 
- After a while it stopped working again. 

I'm starting to suspect GNOME shell for some kind of bug. Chromium "borows" some UI parts from the OS (it's desktop environment), right? 

I've also noticed that the bug happens whenever the writing cursor is active. Not only in URL bar, but also in HTML form inputs, textarea etc.

I've just notice that no keyboard shortcut is working. Not even F5 or CTRL+R for refresh. 

It feels like the writing cursor "eats" all the keyboard shortcuts and doesn't pass it to actual Chromium :-(

No, I can see the bug everywhere. In the new tab, on google.com webpage, on Facebook, on this page (bugs.chromium.org), ...
