A11Y: FR- Screenreader should announce new text automatically by using an ARIA live region role on the console's output area

Issue description

Chrome Version: (copy from chrome://version) v 71
OS: (e.g. Win10, MacOS 10.12, etc...) Windows 10

What steps will reproduce the problem?
(1) Enable NVDA 2018
(2) Open Chrome dev tools
(3) Click on Console tab

When running code in the console, user need to leave the command entry field to scroll up in order to get the new output using a screen reader, this breaks immersion and is inefficient. It would be better to make the new text be announced automatically, by using an ARIA live region role on the console's output area

The customer want Aria live as polite or assertive so that screen reader announce when the new items comes
