Reconsider error message wording when still scanning for a host

Specifically, this bug is referring to the following point:

I agree this message is too strongly worded as an error when we may just still be scanning for a nearby device. Jon Ann, can you take a stab at a tweak to this string to make it clear that a scan may still be in progress?

The old string included a link to the "learn more" URL for Instant Tethering. Should we consider showing the same link with the new string as well? This is the only place within Chrome OS that we link to the Instant Tethering Help Center article, so it may be confusing to users if we remove the link entirely. jonann@, what do you think?

Just clarified with Jon Ann - the final string will be:

"Looking for a mobile network. Learn more"

with the "Learn more" section being a link.

[CrOS MultiDevice] Update Instant Tethering "no network" message.

The previous message was too strongly worded, since it implied taht
other devices did not have Instant Tethering enabled. This new string
was suggested by jonann@.
