Can not delete/remove Android apps from the Launcher.

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.59.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.94 Safari/537.36 Platform: 11151.59.0 (Official Build) beta-channel nocturne Steps to reproduce the problem: Open apps launcher > right click app icon > "remove app" option does not show for Android apps. Web apps do show the "remove from Chrome" trash can with a right click on the app icon. In screenshots: can remove web Youtube but not the Android Youtube app. Applies to all installed Android apps. I see this intermittently on Eve (71.0.3578.98 stable). Upon initially booting the device and logging in, right-clicking an Android app in the Launcher only presents the "Open" and "Pin to shelf" options. Shortly thereafter, Launcher blinks/refreshes and then right-clicking the same Android app reveals the additional options "Uninstall" and "App info".

After reboot the issue is fixed for the time being. Will report back after suspending again if and when the problem recurs.

Maybe a Play Store process is part of the problem. Or the Android home app. Sent feedback for battery issue this morning as well. "Battery percentage is plummeting like a rock" Android Home app can't be opened > spinning icon.

Restarting can fix it, probably an ARC issue. What do you think khmel@?

I think this is WAI. This looks like default app. Once this app is not really installed by PAI (Play Auto Install), we cannot delete it. There is also possible reason that ARC container crashed or have not started yet. We have top-level task to bind app sync, reinstall candidates, PAI into one system. Probably this problem can be addressed there.
