What steps will reproduce the problem?
(1) Open ReadingList
(2) Long press on an entry
(3) Tap "Open offline page in a new tab"

What is the expected result?
The bottom of the page should be visible.

What happens instead?
The bottom of the page is displayed below the bottom toolbar.

This can be fixed by rotating the phone (but then  issue 917341  reappear).
