What steps will reproduce the problem?
(1)Sign into User -> on screen Right click -> select 'Set Wallpaper' option ->Wallpaper picker overlay is seen  and maximize it
(2)Now select any wallpaper -> observe there is message at Top side -> Now hover mouse on 'Back arrow' and observe for tool tip such as 'Back' or 'Close' tool tip

Expected: tool tip such as 'Back' or 'Close' tool tip should be seen on hovering mouse pointer on 'Back arrow' in maximize mode
Actual: Instead  o tool tip is seen 

This is Non-Regression Issue seen from M-62
