Non-Regression : Unnecessarily single folder is seen in App Launcher

Chrome Version:  73.0.3644.0/11473.0.0 dev channel Blaze,Jerry and Wolf

What steps will reproduce the problem?
(1)Sign into User -> Open App Launcher ->observe unnecessarily single folder is seen which we cannot create
(Please refer Video and Screenshot)

Expected:  Folder name should be seen dark
Actual: Instead Folder name is seen as faded or light color

This is Non-Regression Issue seen from M-62

Single item folder can be created by creating a folder with one ARC app and one chrome app and, then, disabling ARC. The single folder is not destroyed due to sync reason.

The light color "Unnamed" is WAI, it can be overwritten with user customized name.
