What steps will reproduce the problem?
(1)Sign into user >> Open chrome://settings/manageAccessibility/tts page
(2)At Text to preview section >> click on Play button
(3)While speech voice preview is in progress,edit the field and observe(Please refer video)
Actual: Unnecessarily text to preview field is editable while playing any voice preview
Expected:Text to preview field should not be editable while playing any voice preview
This is a Non-Regression issue seen from M69
