Make launcher key a real modifier key

Issue description

Chrome OS 71.0.3578.98

Some of the keyboard shortcuts that I use most often (e.g. beginning/end of line) require the use of the "Launcher" key which is not a mere modifier key but instead a key that actually triggers an event. This means that I accidentally often fire off the launcher whilst typing which is very annoying.

I would like to configure the keyboard to disable the launcher but keep the launcher key as a modifier for all the shortcuts it enables. That does not seem to be currently possible.

Of course, another option is to make the Assistant key on the pixelbook be that modifier key - https://bugs.chromium.org/p/chromium/issues/detail?id=784857
