Issue with resizing window width

Issue description
Chrome Version : 71.0.3578.98
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) :
Other browsers tested:
Add OK or FAIL after other browsers where you have tested this issue:
Safari: cannot test
Firefox: cannot test
IE/Edge: OK
Opera : OK
What steps will reproduce the problem?
1. Open any window
2. Open random webpage
3. Try to resize (width)
What is the expected result?
Sample page resizes to 800px width (and can go even lower)
What happens instead of that?
Sample page resizes to 857-889px width (other pages have varying widths as well, and cannot be resized to the same low width as before)
Please provide any additional information below. Attach a screenshot if
possible.

Issue existed back in chrome 69, but was fixed via chrome:flags and setting the the "UI Layout for the browser's top chrome" to NORMAL (removed in chrome 71)
https://i.imgur.com/dbINGbn.png - same website, chrome 71, but right side is incognito (and can be resized normally). Also tried disabling all extensions to check if any of them caused this, but no change.

Tried testing the issue on chrome reported version# 71.0.3578.98 using Windows-10 with steps mentioned below: 1) Launched chrome reported version and navigated to URL: http://www.dmm.com/netgame/social/-/gadgets/=/app_id=854854/ 2) Able to navigated to page successfully and seen 'Page Translation' popup and resized the page 3) On resizing the page, translation popup disappear and able to resize the window 4) Able to resize the window to 150 X 30, please find attached screencast for the same @Reporter: Please find the attached screencast for your reference and provide your feedback on it which help in further triaging it in better way.
