I made a small research and it was a variant of "Browlock Tech support scam". It was described here: https://bugs.chromium.org/p/chromium/issues/detail?id=809775#c37 But like the news said, the site http://windows.microsoft.com.msf-help.info/_windows/62/ was able to freeze the latest chrome again. bad, that the site seems down again. so i cannot reproduce it
