Linux crostini container intermittently grouping under Unnamed folder

Project Member Reported by sienkou@google.com, Dec 26

Issue description

Chrome Version: 76.0.3626.36
OS:M72, 11316.46.0

What steps will reproduce this crash (or if it's not reproducible,
what were you doing just before the crash)?

There are multiple ways to reproduce

Way 1:
------

If Linux crostini was grouping under Linux Apps grouping to start with and there is no other linux apps in the grouping
(1) From the linux terminal, run sudo apt-get install gedit to install the gedit app. Verify the Text Editor app would be listed in the Linux Apps grouping

(2) From the same terminal, run sudo apt-get remove gedit. After this completes. Verify from the launcher that Linux Apps grouping is now removed

(3) From the same terminal, re-run the command in step 1to install gedit back

Way 2
------
If Linux crostini was grouping under Linux Apps grouping to start with

1) Log out as the primary user. The add another person / account to the chrome os

2) Log on as the second user, enable linux setting

3) Open the launcher and check

Expected result:
Crostini linux should always be grouped in Linux Apps

Actual result:
Crostini linux intermittently was listed in Unnamed Folder
